Vessel looping a Buoy far from any other detectable objects

The radar data below was collected from a CIR radar mounted on a 6.2m length vessel that completed one loop of a buoy of around 3m in height. The Buoy was far from any other objects in the open water, as shown on the radar data below.
Alongside the raw radar data, GPS data in NMEA format was collected. Camera footage from an onboard GoPro was also collected. Both are provided below.
Playing back the radar data as a TCP stream is done using using the playback utility.
