TUN-6560 - Improved the Track Engine architecture to improve resource and thread contention on a heavily load system. This resolves the issue where the TE disconnects from the MS due to thread starvation when running multiple trackers locally. This issue is less likely to be seen on systems using OBTs, however this change may reduce some of the network latency which results in spurious time sync warnings.
TUN 6560 - Increased the messaging timeout to ensure that any unusual spikes in resource use do not cause a communication disconnection.
Fixes
TUN-#### 6556 - Fixed an issue when installing a Management Server without any other services which resulted in it being unable to start due to the data folder being unavailable.
